The declining birthrate will not stop, and as long as it depends on the 18-year-old population in Japan, the future of universities cannot be predicted. However, what we should face is not just pessimism about “downsizing”. The question now is how to overcome this structural change and redefine the social value of universities in the major crisis facing higher education in Japan. It is the “conceptual power”.
In February 2025, the Central Council of Education presented the “Future Vision for Improving Japan’s ‘Sum of Knowledge’ ~Restructuring the Higher Education System~ (Report)”, which stated that it is urgent to maintain and develop the “sum of knowledge” that supports the sustainability of society even under the rapid decline of the population. In response, through the “Policy Package”, the State is strongly promoting linkage and integration between universities, drastically strengthening the management governance of private universities, and restructuring the role of universities in the region. In addition, the framework of higher education itself has undergone dramatic changes, such as support measures for local universities, reskilling working adults, and strategic expansion of international student acceptance.
In these uncertain times, the roles required of university staff are also changing significantly. Gone are the days of “office workers” who only operated fixed rules accurately. Amid the revision of university establishment standards, the transformation of education and operations through the penetration of generative AI, and the strict scrutiny of management transparency and quality assurance of education, university staff are required to have the ability and qualifications to autonomously formulate and implement policies based on evidence as “partners in management.”
In this lecture, we will unravel the historical context of education and culture policies so far, and delve into the impact of the latest reports and discussions on our field. The aim is to relativize the present by understanding the past and grasp hints for the future.
We hope that this will be a place where participants can gain a broad perspective on the “state of higher education” beyond the boundaries of each university, and share their “determination” and “knowledge” to take a step forward as independent leaders of change when they return to their own universities. From Kyoto, let’s raise our awareness as frontrunners who will lead the next generation of university management.

Re

Friday, December 18, 2026, 13:00~17:00

meeting place

Campus Plaza Kyoto

Approximate target

young person
(Up to 5 years in office)

backbone
(Up to 10 years in office)

Adept
(After 10 years of service)
and managerial positions)

○

○

○

Capacity

30

Participation Fee

University Consortium Kyoto member schools: 1,000 yen For those other than those on the left: 4,000 yen
※ We will send you an invoice.
