A characteristic of a university consortium is that it can undertake educational and social joint ventures that cannot be achieved by a single independent higher education institution. Campus Consortium Hakodate (CCH) was established in 2006 with the aim of developing such joint ventures, and in 2009 it held the 6th National University Consortium Research Exchange Forum, where it proposed a way of building a city by young people with cosmopolitan &#8220;human power&#8221; under the slogan &#8220;To foster truly cultured people who have human sensibility, wide-ranging knowledge and appropriate judgment abilities, a sense of social justice, and courage for the truth. <br \/>\n\u3000&#8221; In hosting the 15th National University Consortium Research Exchange Forum, CCH has set the theme of the conference as &#8220;empowerment&#8221; of young people and local residents through higher education collaboration. Empowerment is a concept that refers to the development of potential abilities and the granting of authority to individuals and societies. In Japan, where the economic and educational disparities between families are widening, higher education is required to strengthen its empowerment function, which allows all young people to fully develop their talents and develop them into people who can be expected to contribute to the future society. <br \/>\n\u3000To date, the University Consortium has undertaken a variety of joint projects based on a wide range of collaborations with multiple universities, companies, and organizations.
