Kyoto City and the University Consortium Kyoto have been implementing the "University Collaboration University" Promotion Project" since FY28 with the aim of establishing regional collaboration initiatives as an organizational initiative of universities beyond the boundaries of faculties and departments, and enhancing and developing them.
Since Heisei 28, we have supported six universities for four years, and as a result, the number of students studying in the region has increased, the number of students who are interested in the region has steadily increased, and the research results and student vitality of the university have been utilized in the region, leading to the revitalization of the region.
In FY2020, four new universities were selected and we are providing support for 4 years (planned) from FY2020~FY2023.

List of Universities Selected by the "Cooperative Universities" Promotion Project
Kyoto Koka Women's University, Kyoto Koka Women's Junior College (startup type)
Project name: Study in Kyoto, Work in Kyoto, Live in Kyoto ~Development of Community Cooperation Program~
Based on the achievements of regional cooperation implemented based on the basic plan of Ukyo Ward and the "active learning incorporating regional cooperation" that has been achieved through the program to accelerate the revitalization of university education, we will develop a new educational program to support the retention of students in Kyoto, the re-employment and career advancement of graduates and local residents, and aim to increase the number of women who "study in Kyoto, work in Kyoto, and live in Kyoto."
We will increase opportunities for students to get involved in Kyoto by setting the following four objectives and expanding educational programs.
(1) Secure a regional collaboration base in central Kyoto for the purpose of expanding the activities of students and graduates, and (2) Increase the number of regular subjects for community-based education and promote the human resource development required by the region through collaboration with local companies and organizations. (3) We will establish practical internships in collaboration with local companies to support re-employment of recurrent education, and (4) strengthen community-based education on "traditional industries" in addition to "food and health," which has a proven track record so far, and work to create a system to raise understanding of the Kyoto climate and awareness of the succession of traditional industries.
Hanazono University (start-up type)
Project name: Promotion of regional cooperation education programs based on the spirit of altruism
The founding spirit of Hanazono University is "the cultivation of personality through the Zen Buddhist spirit." Based on this founding spirit, the university's regional collaboration aims to foster students who can contribute to society with independence and altruism, while utilizing the results of education, research, and activities for the development of the region through collaboration with various entities.
Based on the achievements of regional cooperation so far, we have established three pillars: (1) Buddhism × Social Contribution Project (community creation and revitalization based on the Buddhist spirit), (2) Ohizamoto Project (more casually "Hanadai-san"), and (3) Kyoto Project (focus on Kyoto's history, culture, and tradition). We will actively carry out unique projects such as the Gion Festival Project that take advantage of the characteristics of Hanazono University.
In addition to having the local community recognize that Hanazono University is here, we aim to produce students who gain confidence through these activities and become attached to Kyoto and will fly for the future.
Kyoto Tachibana University (developmental type)
Project name: Yamashina-Daigo Region Community Cooperation Education Program to "Enjoy Change"
Kyoto Tachibana University has achieved an increase in the number of community-based educational programs and self-propelled programs until FY2019 through the "Academic Community Collaboration University" promotion project adopted in FY2016. In this project, while continuing these activities, as the next step, we will develop two projects: (1) "Visible!! Regional Collaboration" project with the theme of visualizing regional cooperation activities, and (2) "Toward a university close to the residents of Kyoto Pharmaceutical Sciences University" project.
(1) In the "Visible!! Community Collaboration" project, we will set four visualization themes of student needs, educational effects, activity results, and changes in the region, and based on each theme, we will develop six initiatives, such as conducting growth measurement tests and questionnaire surveys of local residents.
(2) In the "Toward a University Familiar to Residents" project, in collaboration with Kyoto Pharmaceutical University, we will develop three programs: IPE (Interprofessional Education) program, community collaboration activities by joint student organizations, and joint open lectures for citizens, aiming to make "universities" familiar to residents of the Yamashina and Daigo areas.
Ryukoku University / Ryukoku University Junior College (developmental type)
Project name: Development of a community-based educational program with Fushimi as a field -Deepening the Machigurumi Campus (a community of mutual learning)-
In 2016-19, we will develop the Ryukoku University "Cooperative University of Learning" promotion project, and through further collaboration with Kyoto Bunkyo University, we aim to develop a community-based educational program based on the field of "Fushimi", where both universities are located.
The two universities have been developing and implementing the "Regional Public Policy Specialist" qualification education program for more than 10 years as part of the "Regional Public Personnel Inter-University Collaboration Project" promoted with the support of the Ministry of Education, Culture, Sports, Science and Technology. Based on the fact that both universities have a long track record of community cooperation activities in Fushimi Ward, and that Kyoto Subaru High School is also developing practical education in Fushimi Ward, the two universities and one high school will collaborate to develop a community-based educational program to further enhance the regional cooperation type education program of the "Regional Public Policy Specialist" qualification education program and " Through the deepening of the Machigurumi Campus (a community of mutual learning), the project promotes growth through exchanges that transcend specialties and generations, with local communities and students learning together.
Interim Evaluation Results of the "Cooperative University of Learning" Promotion Project
The "Academic Community Collaboration University" promotion project, which started in FY2020, has a four-year support period until FY2023, but an interim evaluation by external experts will be conducted in FY2022, the third year, and an interim evaluation was conducted on September 29, 2022. The evaluation results are as follows.

In the difficult situation of the corona disaster, it can be seen that each of them has been devised and worked hard.
On the other hand, it is precisely because of this situation that it is important to take an approach that is not limited to the university issues that were initially envisioned, but also investigates regional issues that have become apparent due to the coronavirus pandemic, deepens regional cooperation, and finds solutions.
In addition, I would like them to recognize that students are the main actors, and to encourage them to take voluntary awareness, action, and creativity in community cooperation activities. On top of that, it is desirable to thoroughly evaluate the degree of growth of students through the project.
Outsourcing fees and guidance fees are recorded in budgets and financial statements, but there are some realizations that can be gained by working on the project by academic advisors and students themselves, so I would like them to consider reviewing them.
