Report on the 23rd Kansai Meeting of Persons with Disabilities (KSSK)

The Kansai Roundtable of Persons in Charge of Support for Students with Disabilities (KSSK) is a roundtable meeting of practitioners for active discussions, exchange of opinions and information, and build networks on various themes related to support for students with disabilities based on the basic principle of working from the perspective of practitioners.

Presentation: “Basic understanding of reasonable accommodation as seen through the HEAP consultation service”

<Contents>
Understanding of reasonable accommodation at universities is spreading, but as far as I can tell from observing the situation at each university through the HEAP consultation service, it cannot be said that there is yet a sufficient sharing of how to think about the components and process in determining reasonable accommodation. In this presentation, I would like to provide an opportunity to reconsider the key points for providing reasonable accommodation based on the trends in cases received by the HEAP consultation service.

A Visually impaired Capacity: 10 people

Students will deepen their understanding of support for the visually impaired through lectures, work, and case studies, focusing on the degree of disability and consideration according to the field of study, the use of assistive devices, the training of supporters, and ensuring the quality of support.

B Coordinator Capacity: 20 people

In the first half of the subcommittee, participants are divided by number of years of experience as coordinators or those engaged in support work for students with disabilities, and freely exchange opinions on the concerns and issues they are faced in the field. In the second half, all participants will share their concerns and issues based on the exchange of opinions in the first half, and discuss based on the success stories of each university and the cases where issues remain.

C. Life support for students with severe disabilities Capacity: 10 people

Students with severe physical disabilities may need physical assistance such as eating and excretion, as well as reasonable accommodations such as classes and exams. However, there is not enough know-how or solutions shared when it comes to such assistance. This subcommittee will provide an opportunity to discuss the current status and challenges of support, including specific examples.

D. Consider reasonable accommodations Capacity: 20 people

Lecture format
Although the need for reasonable accommodation has been confirmed at each university, there are various issues in concrete implementation. In particular, when providing reasonable accommodation to students with developmental disabilities or mental disabilities, there are many issues in determining the target, scope, and appropriateness of the accommodation. This subcommittee will be an opportunity to consider the concept and provision of reasonable accommodation based on specific examples.

E Support for Students with Disabilities and Career Support Capacity: 10 people

In order for students with disabilities to advance in society, it is often necessary not only to support their job hunting, but also to continue to be involved, including the process up to that point. This subcommittee will provide an opportunity for the exchange of opinions and information for cooperation and collaboration between the support desk for students with disabilities and the contact point for career support, with the aim of providing more effective support for social transition.

Two universities that have established new organizations to support students with disabilities in the past few years will talk about the process of in-house coordination from launching the organization to creating a framework, as well as future challenges.

It will be divided into (1) and (2) below, and will be a subcommittee for beginners according to each theme. Participants will be asked to present case studies at their home universities and deepen their understanding of the current situation and issues of support for students with disabilities.
(1) Utilization of AT (assistive devices)
Students will deepen their understanding of the basic knowledge and skills of using AT in support for students with disabilities through lectures, pair work, and case studies. * If you wish to participate in this session, we recommend that you participate in the AT (Assistive Device) Library, which will be held in the morning of the same day.
(2) Establishment of the organization
We will discuss in more depth the establishment and framework of a support organization for students with disabilities based on the situation at each university.

B Small University Capacity: 10 students

This is a breakout session for universities with less than 3,000 students. We will mainly share information and exchange opinions on the actual situation and issues of support for small universities.

C Developmental Disability / Mental Disability Capacity: 30 people

Lecture Format
With regard to support for students with developmental disabilities and mental disabilities (especially secondary disabilities based on developmental disabilities), guest lecturers and facilitators will freely discuss the ingenuity and difficulties of on-site support. We will deepen our understanding by answering questions from the floor and exchanging opinions.

D Social Transition (Career Support) Capacity: 10 people

Exit support for students with disabilities in job hunting, etc., is one of the issues at each university. In addition, on the day of the meeting, we will invite related parties from employment transition support organizations to hold breakout sessions based on the situation and perspectives of off-campus resources.

Universities and other institutions are gradually beginning to provide support for students with disabilities, but the reality is that each university still faces many challenges. In this situation, the Ministry of Education, Culture, Sports, Science and Technology has launched the “Project to Form a Support Platform for Students with Disabilities Who Are Active in Society.” This time, we would like to take this opportunity to introduce the initiatives that Kyoto University is aiming for in this project, as well as to organize important keywords for the future of support for students with disabilities.

B Support Management for Students with Disabilities Capacity: 10 people

Support for students with disabilities is not limited to classes, but also covers a wide range of areas, such as transportation between classrooms and commuting to school. In light of the recent increasing need for organizational initiatives, the purpose of this subcommittee is to discuss the construction of support systems and systems while deciphering the response indicators of the Ministry of Education, Culture, Sports, Science and Technology. We welcome the participation of administrators who are already in charge of supporting students with disabilities, as well as universities that are about to start an organization.

C Case Study – (1) (2) Capacity: 20 people (10 people each× 2 groups)

We will examine cases based on each of the themes ①〜②. Participants will present cases from their affiliated universities and deepen their understanding of the current situation and issues of support for students with disabilities.
① Acquiring qualifications/training
We expect that students with disabilities may wish to undergo training outside the university to acquire qualifications, and we will discuss the issues and solutions that arise in this case.
② Lifestyle support
Please send in any questions you would like to ask other universities based on the problems and issues you are facing in your off-campus life, such as commuting to school. We will hold discussions based on the experiences of each university.

D Employment Support Capacity: 10 people

Students will deepen their understanding of job hunting for students with disabilities by sharing issues at each university and examples of employment support.

We will invite Toshihiro Okuyama (Center for Advanced Science and Technology, The University of Tokyo) as a guest and, based on his experience as a person with a disability who has been working on support that values ​​the empowerment of students with disabilities, he will have a frank discussion about the relationship of building or improving a support system together with students with disabilities.
② Roundtable discussion with people involved in supporting students with disabilities
Three people who have been in charge of coordinating dispatches and connecting students and faculty and staff in the field of supporting students with disabilities will hold a discussion based on their experiences at each university.
