Topic "Basic Understanding of Reasonable Accommodation from the Perspective of HEAP Consultation Programs"
≪Lecturer≫ Jun Murata (Associate Professor, Student Support Center, Kyoto University)
≪Contents≫

Although understanding of reasonable accommodation at universities is spreading, as far as I can see from the situation of each university through the HEAP consultation program, it is not yet fully shared how to consider the components and processes for determining reasonable accommodation. In this topic, we would like to provide an opportunity to reconsider the points for the provision of reasonable accommodation based on the trend of cases received in the HEAP consultation program.

A Visually impaired Capacity: 10 people

We will deepen understanding and exchange opinions on support for the visually impaired through lectures, work, and case studies, focusing on the aspects of consideration according to the degree of disability and field of major, use of assistive devices, training of supporters, and ensuring the quality of support.

B Coordinator Capacity: 20 people

In the first half of the subcommittee, participants are divided according to their years of experience as coordinators or employees in support work for students with disabilities, and freely exchange opinions on the concerns and issues they are facing in the field. In the second half, all participants will share their worries and issues based on the exchange of opinions in the first half, and discuss based on successful cases and cases where issues remain at each university.

C. Living support for students with severe disabilities Capacity: 10 students

Students with severe physical disabilities may need physical assistance such as meals and excretion in addition to reasonable accommodations such as classes and examinations. However, sufficient know-how and solutions are not shared when it comes to such support. This subcommittee will be an opportunity to discuss the current status and issues of support with specific examples.

D Considering reasonable accommodation Capacity: 20 people

Lecture format
Although the necessity of reasonable accommodation has been confirmed at each university, there are various issues in the specific implementation. In particular, in the provision of reasonable accommodation to students with developmental disabilities and mental disabilities, there are many issues in determining the scope, scope, and appropriateness of accommodation. This subcommittee will provide an opportunity to consider the concept and provision of reasonable accommodation based on specific examples.

E Support for Students with Disabilities and Career Support Capacity: 10 students

In order for students with disabilities to advance into society, it is often necessary not only to support job hunting but also to be continuously involved, including the processes up to that point. This subcommittee will provide an opportunity to exchange opinions and information for the cooperation and collaboration between the support desk for students with disabilities and the career support window with the aim of providing more effective social transition support.

A Introductory Edition – (1)(2) Capacity: 20 people (10 people each× 2 groups)

It will be divided into the following (1) and (2) and will be a subcommittee for beginners according to each theme. Participants will present case studies from their home universities and deepen their understanding of the current situation and issues of support for students with disabilities.
(1) Utilization of AT (assistive device)
Students will deepen their understanding of the basic knowledge and skills of using AT in support of students with disabilities through lectures, pair work, and case studies. * Those who wish to participate in this subcommittee are recommended to participate in the AT (Assistive Device) Library held in the morning of the same day.
(2)
We will discuss in more depth the establishment of a support organization for students with disabilities and the creation of a framework for providing topics for launching organizations, based on the situation at each university.

Session A Introductory Session (1) "(1) Utilization of AT (Assistive Devices)" has reached its capacity.

B Small University Capacity: 10 students

This is a subcommittee for universities with fewer than 3,000 students. We mainly share information and exchange opinions on the actual situation and issues of support for small universities.

C Developmental disabilities / mental disabilities Capacity: 30 people

Lecture styleRegarding
support for students with developmental disabilities and mental disabilities (especially secondary disabilities based on developmental disabilities), guest lecturers and facilitators will freely discuss the ingenuity and difficulty of on-site support. Students will deepen their understanding by answering questions from the floor and exchanging opinions.

D. Social transition (career support) Capacity: 10 people

Exit support for students with disabilities in job hunting is one of the issues at universities as well. In this subcommittee, we will consider these issues as the theme of "social transition" and discuss practical examples, issues, and prospects at each university. In addition, on the day of the event, we will invite related parties from employment transition support organizations to a subcommittee meeting based on the status and perspectives of external resources. Session D "Social Transition (Career Support)" has reached its capacity.

Support for students with disabilities at universities is gradually beginning, but there are many issues at each university. Under these circumstances, the Ministry of Education, Culture, Sports, Science and Technology's "Project to Establish a Support Platform for Students with Disabilities to Play an Active Role in Society" was launched. This time, I would like to introduce the initiatives that Kyoto University is aiming for in this project and use this as an opportunity to organize important keywords for the future of support for students with disabilities.

A Introduction to Coordination Work Capacity: 30 people

The lecture will be held in the form of a lecture by the secretary of KSSK on the theme of "What is coordination work?". We will proceed with the knowledge and points that form the basis of coordination work from various standpoints, not limited to coordinators
, with questions and answers.

B. Support Management for Students with Disabilities Capacity: 10 students

Support for students with disabilities extends not only to classes, but also to a wide range of topics such as transportation between classrooms and commuting to school. In light of the recent increasing need for organizational initiatives, this subcommittee aims to discuss the construction of support systems and systems while deciphering the response indicators of the Ministry of Education, Culture, Sports, Science and Technology. We welcome participation from administrators who are already in charge of supporting students with disabilities, as well as from universities that are about to establish an organization.

C. Case Study – (1)(2) Capacity: 20 people (10 people each× 2 groups)

(1) to (2) We will study case studies according to each theme. Participants will present case studies from their home universities and deepen their understanding of the current situation and issues of support for students with disabilities.
(1) Acquisition of qualifications and practical training It is expected that students with disabilities will wish to do practical training
outside to obtain qualifications, and we will discuss the issues and solutions that arise in doing so.
(2) Living support
Please send us what you would like to ask other universities based on your problems and issues in life outside the university, such as commuting to school. Discussions will be based on the experiences of each university.

D Employment support Capacity: 10 people

Students will deepen their understanding of job hunting for students with disabilities by sharing issues at each university and examples of employment support.

of faculty and staff with disabilities, we invite Mr. Toshihiro Okuyama (Center for Advanced Science and Technology, The University of Tokyo) as a guest to have a casual conversation about his involvement in creating and improving a support system with students with disabilities based on his experience of supporting students with disabilities that value empowerment.

discussion with people involved in support for students with disabilities Three people in charge of coordinating dispatch and connecting students and faculty members at the site of support for students with disabilities will talk based on their experiences at each university. When applying, please tell us what you are having trouble with on your own and what you would like to ask other universities based on your assignments.

B Branch Small Universities

This is a subcommittee for universities with 3,000 or fewer students. We mainly share information and exchange opinions on the actual situation and issues of support for small universities.

C Case Study

This is a subcommittee that examines case studies on the appropriateness and fairness of support for students with disabilities. Coordinators are expected to be the main participants, but administrative staff and faculty members are also welcome.
