Roundtable discussion with high school teachers on support for students with disabilities at universities

Business overview

In light of the Act on the Elimination of Discrimination against Persons with Disabilities that came into force in April 2016, the Consortium of Universities Kyoto, a public interest incorporated foundation, is working on projects to support students with disabilities, which are in high demand among its member universities. In light of the current situation in which there are few opportunities for high schools and special needs schools (hereinafter referred to as “high schools, etc.”) to connect with universities regarding support for students with disabilities, the Consortium will hold a meeting for the purpose of exchanging information and interacting with teachers from high schools, etc., and faculty and staff involved in supporting students with disabilities at universities.

Event Outline

1. the purpose
For teachers at high schools who are involved in providing guidance and support, including education and career guidance, to high school students with disabilities (physical, mental, developmental, etc.), we will provide topics on the current state of support provided at universities (considerations during entrance exams, academic support, support systems within universities, etc.), and then hold discussion meetings in groups. We also aim to make this a meaningful discussion meeting for both sides, as it will be an opportunity for university faculty and staff to learn about the issues they face in terms of support and career guidance at high schools, as well as requests they have for universities.

There are many differences between high schools and universities, such as educational content, environment, and support methods. Now that reasonable accommodation has become a legal obligation at private universities, we believe that knowing and thinking about the differences in support for students with disabilities at high schools and universities will lead to a smooth transition for students.
In Topic 1, we will introduce the current state of support for students with disabilities at universities, including examples of support for students with physical disabilities, along with the idea of reasonable accommodation, which has become mandatory. In Topic 2, we will introduce the support for students with mental and developmental disabilities, including the “self-understanding” and “environmental understanding” required at each stage from before enrollment to the transition to society after graduation, and the necessary “environmental adjustments.”
15:10 Rest and movement
15:20 Group Discussion Meeting (90 minutes)
A person in charge of supporting students with disabilities at universities will be assigned as a coordinator, and participants will be divided into groups to hold discussions. Instructors at high schools, etc. should prepare support issues that arise in various aspects of students with disabilities, such as their studies, lives, and career paths, as well as questions for the university. University faculty and staff will introduce the efforts being made at their universities to support students with disabilities and answer questions from high school faculty, etc., to exchange information and interact with each other.
