Outline of the 15th National University Consortium Research Exchange Forum

Purpose of the tournament
 As the environment surrounding higher education in Japan becomes increasingly severe, creating an environment in which students can truly concentrate on their studies and supporting student life are one of the important issues common to higher education institutions. The characteristic of the University Consortium is that it can embark on educational and social joint projects that cannot be achieved by a single independent higher education institution, and the Campus Consortium Hakodate (CCH) was established in 2006 with the aim of developing such joint projects, and in 2009 the 6th National University Consortium Research Exchange Forum was held. Under the slogan of "fostering truly educated people" who possess extensive knowledge, the ability to make appropriate judgments, a sense of social justice, and courage for truth, he proposed a way of urban development by young people with cosmopolitan "human power."
On the occasion of the 15th National University Consortium Research Exchange Forum, CCH has set the theme of "empowerment" of young people and local residents through collaboration with higher education. Empowerment is a concept that means the enlightenment and empowerment of the potential abilities of people and society, and in Japan, where disparities in family economics and education are widening, higher education is required to strengthen the empowerment function that allows all young people to fully enlighten their talents and nurture them as human beings expected by future society.
To date, the University Consortium has embarked on a variety of joint projects based on a wide range of collaborations with multiple universities, companies, and organizations. In this forum, we would like to exchange experiences on strategies to fully uncover the potential of students and local residents, work to create a prosperous and diverse future of communities, and look at consortium projects that are considered promising in the future.

Implementation Report

 For two days on September 1 (Sat) and 2 (Sun), the 15th National University Consortium Research Exchange Forum was held at Future University Hakodate (Hakodate, Hokkaido) with the main theme of "Empowerment of Students and Local Communities through University Collaboration ~Aiming for Future Regional Development~".

 At the 15th National University Consortium Research Exchange Forum, 222 people from higher education institutions and governments across Japan participated in the event of exchanging experiences on strategies for fully realizing the potential of students and local residents, working to create a prosperous and diverse future of communities, and considering consortium projects that are considered promising in the future.

 On the first day, a pre-event was held before the opening of the forum, and officials from the University Consortium Secretariat reflected on their activities and shared the issues they feel on a daily basis in management.
In the keynote speech, Mr. Katsutaka Shiraishi (Professor, Faculty of Policy Studies, Ryukoku University) gave a lecture titled "Empowerment of Students and Local Communities through University Collaboration ~Based on the Experience of Kyoto Alliance~".

 At the symposium that followed, Mr. Junichiro Furuchi (Associate Professor, Hakodate Campus, Hokkaido University of Education) was invited as the coordinator, and Mr. Yuri Mima (Professor, Future University Hakodate), Mr. Kazumasa Takahashi (Regional Cooperation Coordinator, Hakodate University), and Mr. Aoi Furudate (Hakoreco.com Co., Ltd.) talked about "Empowering Students and Local Communities through University Collaboration ~Aiming for Future Regional Development~". A lively discussion ensued.
In the educational administration report that followed, Mr. Kazuyuki Miura, Director of the University Promotion Division of the Higher Education Bureau of the Ministry of Education, Culture, Sports, Science and Technology, reported on trends in higher education policy.
In addition, at the poster session held in parallel with the symposium, many questions and impressions were raised by the participants about the respective efforts of each consortium organization, and there was a scene where exhibitors and participants actively interacted.

 In the breakout sessions on the second day, there were various topics such as "Community-wide 'Children and Child-Rearing' ~Initiatives to Connect Lives to the Future~", "Town Development Starts with Human Resource Development ~Network Tama's New Challenges~", "Thinking about the Form of Life in which Local Communities and Students Interact and Grow~From Multigenerational Exchange Local Communities in which Students Participate to Building Related Populations~", "Empowerment Projects Only a Consortium of Small Universities Can Do" Four subcommittees were held on these themes, and practical case studies were reported and opinions were exchanged with participants.

 The next 16th forum will be held in Kumamoto. Details will be announced on the website of the University Consortium Kyoto as soon as they are decided.
