– Aiming to build the community of the future – - Purpose of the event
- As the environment surrounding higher education in Japan becomes increasingly harsh, one of the important issues shared by higher education institutions is the development of an environment where students can truly concentrate on their studies and the support of student life. A characteristic of a university consortium is that it can undertake educational and social joint ventures that cannot be achieved by a single independent higher education institution. Campus Consortium Hakodate (CCH) was established in 2006 with the aim of developing such joint ventures, and in 2009 it held the 6th National University Consortium Research Exchange Forum, where it proposed a way of building a city by young people with cosmopolitan “human power” under the slogan “To foster truly cultured people who have human sensibility, wide-ranging knowledge and appropriate judgment abilities, a sense of social justice, and courage for the truth.
” In hosting the 15th National University Consortium Research Exchange Forum, CCH has set the theme of the conference as “empowerment” of young people and local residents through higher education collaboration. Empowerment is a concept that refers to the development of potential abilities and the granting of authority to individuals and societies. In Japan, where the economic and educational disparities between families are widening, higher education is required to strengthen its empowerment function, which allows all young people to fully develop their talents and develop them into people who can be expected to contribute to the future society.
To date, the University Consortium has undertaken a variety of joint projects based on a wide range of collaborations with multiple universities, companies, and organizations. In this forum, we would like to exchange experiences on strategies to fully develop the potential abilities of students and local residents and work to create a rich and diverse community of the future, and to look ahead to the Consortium’s promising projects in the future. - schedule

Implementation Report
The 15th Nationwide University Consortium Research Exchange Forum was held over two days, from Saturday, September 1st to Sunday, September 2nd, at Future University Hakodate (Hakodate City, Hokkaido), with the main theme of “Empowering Students and the Community through University Collaboration – Aiming to Build the Community of the Future.”
The 15th National University Consortium Research Exchange Forum was attended by 222 people from higher education institutions and government agencies across the country, who exchanged experiences on strategies for fully realizing the potential of students and local residents and working to create rich and diverse communities of the future, as well as to consider consortium projects that are considered to have great promise in the future.
On the first day, a pre-event was held before the forum began, where members of the University Consortium Secretariat looked back on their activities and shared the challenges they face on a daily basis in running the forum.
For the keynote speech, Professor Katsuyoshi Shiraishi (Ryukoku University, Faculty of Policy Studies) gave a talk entitled “Empowering Students and Local Communities through University Collaboration: Based on the Experience of the Kyoto Alliance.”

In the symposium that followed, Junichiro Furuchi (Associate Professor, Hokkaido University of Education, Hakodate Campus) was invited as coordinator, and Yuri Mima (Professor, Future University Hakodate), Kazumasa Takahashi (Community Collaboration Coordinator, Hakodate University), Aoi Furutachi (Hakoreko.com Co., Ltd.) and others engaged in lively discussions on the topic of “Empowering Students and the Community through University Collaboration: Aiming for the Development of the Future Community.”
In the educational administration report that followed, Kazuyuki Miura, Director of the University Promotion Division, Higher Education Bureau, Ministry of Education, Culture, Sports, Science and Technology, reported on the trends in higher education policy.
In the poster session held in parallel with the symposium, many questions and impressions were raised by participants about the efforts of each consortium organization, and there were scenes of active interaction between exhibitors and participants.

On the second day, four subcommittees were held covering a variety of themes, including “Community-wide ‘Children and Childrearing’ – an initiative to connect lives to the future,” “Town building starts with human resource development – a new challenge for Network Tama,” “Considering a form of lifestyle where students and the community can interact and grow – from a multi-generational community with student participation to building a related population,” and “Empowerment projects possible only through a small university consortium.” Practical case studies were reported and opinions were exchanged with participants.

The next forum, the 16th, is scheduled to be held in Kumamoto. Details will be posted on the University Consortium Kyoto website as soon as they are decided.
