Creating a sustainable local community through a university consortium
: Aiming to create new value in the post-COVID era
Purpose of the event
Currently, universities and other higher education institutions are not limited to conducting research, educating young people, and producing human resources, but also play various roles such as being “knowledge centers” that create innovation and carrying local culture.
On the other hand, in order to respond to the many challenges that have piled up, such as a declining birthrate and aging society, global environmental issues, COVID-19, and the shift to a digital society, and to create a sustainable society, it is believed that this can only be achieved by higher education institutions working alone, collaborating with various entities such as other higher education institutions, government, and industry, and engaging in exchanges that involve the local community.
Therefore, this forum is intended to consider the various forms of collaboration that university consortia have been involved in in order to create sustainable local communities in the future, and to look ahead to the post-COVID era and the future of university consortia that aim to create new value.

The Land of Japan and the Land of Shizuoka: Large-scale Natural Disasters and Crisis Management in Higher Education Institutions Kazuo Oike (President of Shizuoka University and Vice President of the Fujinokuni Region-University Consortium) <Summary> This year marks the 100th anniversary of the Great Kanto Earthquake that occurred on September 1, 1923. In the event of a large-scale natural disaster, such as the “Great Nankai Trough Earthquake” that is said to occur in the near future, crisis management and disaster prevention measures will be necessary not only in Shizuoka Prefecture but also in higher education institutions nationwide. In this lecture, I will mainly consider the risks of natural disasters that may occur and the measures that should be taken in the future from the perspective of geoscience and seismology. In addition, I would like to consider with the participants the state of governance of higher education institutions in general crisis management, including man-made disasters. |

2nd floor A210 | Session 1: “Support for Students with Disabilities and Inter-University Cooperation” (Responsible party: The Consortium of Universities, Kyoto) Supporting students with disabilities (reasonable accommodation, etc.) is an issue that each university must address. However, the amount of information and know-how accumulated varies depending on the size of the university and its track record, so it is very meaningful to promote efforts to complement each other through inter-university collaboration. In this subcommittee, we would like to share examples of inter-university collaboration in several regions and consider efforts to promote support for students with disabilities through inter-university collaboration. |
3rd floor A308 | Session 2: “What role can industry-government-academia collaboration play in regional revitalization?” (Responsible party: Tama Academic, Cultural and Industrial Network, Public Interest Incorporated Association) In a word, regional revitalization is a Kasumigaseki version of town development that does not know the actual situation. As expected, it was ineffective because it was just handing out subsidies. Local governments that did not rely on the national government and quickly implemented their own regional revitalization measures have achieved good results. In such local governments, we will discuss how industry-government-academia collaboration is functioning and should be functioning. |
3rd floor A309 | Session 3: “Considering disaster prevention measures through collaboration between universities and various other parties” (Responsible party: Fujinokuni Region-University Consortium, Public Interest Incorporated Association) Recently, natural disasters due to the effects of global warming have been increasing, and there are concerns about the occurrence of a Nankai Trough earthquake and the accompanying tsunami. Preparation before a disaster occurs, ensuring “continuity of learning” and “quality of education” after a disaster, and efforts toward recovery require information sharing and mutual support not only from universities alone but also from various other parties such as other universities, government, industry, and local communities. Therefore, this subcommittee will refer to these cases and consider future university disaster prevention measures woven by university consortia. |

For lunch on the first day (September 2nd), we will provide lunch boxes to those who have applied in advance. If you would like this service, please apply using the same form when applying for the forum.
*The fee (1,000 yen including tax, tea included) will be paid on the day in addition to the forum fee.
*There are not many restaurants around Kusanagi Station, the nearest station to the venue. If you do not wish to receive a lunch box, please have lunch around Shizuoka Station before coming.
*The cafeteria and convenience store within the venue will not be open on the day. (You may bring your own food and drink into the cafeteria.)

Step 2 : Payment
After completing the application process in Step 1 , you will receive a payment slip (invoice) by mail to the address you provided in your registration. Please pay the participation fee and other charges at a convenience store by the due date.
*The fee you pay will be used for preparations such as printing costs, web system operating costs, and communication costs. Please note that refunds will not be available for any reason.

Implementation Report
The National University Consortium Research Exchange Forum, which aims to contribute to the development of higher education by sharing information on the initiatives and research results of each university consortium, celebrated its 20th anniversary this year.
The memorable 20th forum was held at Tokoha University’s Shizuoka Kusanagi Campus with the main theme of “Creating a sustainable local community woven by a university consortium – Aiming to create new value in the post-COVID era” and was co-hosted with the Fujinokuni Region-University Consortium, a public interest incorporated association, and was held in Shizuoka Prefecture for the first time.
A total of 234 university faculty and staff members and education-related personnel from across the country participated in the event, which provided an opportunity to exchange information and reexamine the nature of “university consortia” through keynote speeches, symposiums, and case studies and exchanges of opinions in subcommittees.

For the educational administration report, we welcomed Kenichi Yamada, Assistant Director of the University Education and Admissions Division of the Higher Education Bureau of the Ministry of Education, Culture, Sports, Science and Technology, who gave a report on “Trends in higher education policy.”
In the poster session, which brought together 18 organizations from consortia, government agencies, and companies across the country, participants asked many questions and gave their impressions about each initiative, and there was active interaction between exhibitors and participants.
The information exchange meeting was the first time participants had the chance to socialize over food and drinks in four years since the COVID-19 pandemic began, and participants commented that they were able to communicate in a way that is only possible in a face-to-face setting.

On the second day of the forum, four subcommittees were held covering various themes related to universities and consortiums, and practical case studies were reported and opinions were exchanged with participants.

The purpose of establishing this conference is to exchange information and research among university consortia, and your participation and active information exchange will lead to great success. We

The next, 21st forum will be held in Kyoto City in September 2024, in collaboration with the University Consortium Kyoto.
