Purpose of the Tournament

「2040 年に向けた高等教育のグランドデザイン」の推進やポストコロナ時代を見据えた教育及び施策の展開などにより、高等教育は新たなフェーズに移行しました。これからの高等教育には、我が国の成長・発展を牽引する役割が求められています。
 さらに、地方創生・地域活性化の文脈からは、大学コンソーシアム等の取組に対して、地域や産業界との共創的な活動等の幅広い観点での貢献を期待する声が、これまで以上に高まっています。
 このような中、今、京都においては、令和5(2023)年3 月の文化庁移転、同年10月の京都市立芸術大学の京都駅東部エリアへの移転などを契機として、文化・芸術を基軸とした大学・地域・産業界との連携を促進する機運が高まっています。
 今回のフォーラムでは、大学間連携組織として大学コンソーシアムが果たすべき役割について改めて考えるとともに、それぞれの地域や魅力を活かした、多様で柔軟な学びの取り組みについて意見を交換します。

Utilizing the resources of the region to create higher education in a new era
~Exchange and Collaboration in Kyoto Based on Culture and Arts~

< Overview>
It is said that with the rapid progress of globalization, it has become difficult to preserve culture and art that are considered to be “regional”. One of the reasons for this is that there are fewer opportunities to come into contact with culture and art. It can also be pointed out that the residents’ understanding of the culture and art rooted in the region has not been reflected. Therefore, I would like to focus on the utilization of local cultural and artistic resources for higher education, and the inheritance of tangible and intangible culture itself. By inheriting and repurposing this cultural representation, the region will deepen exchanges with people inside and outside the country, and cooperation will be enhanced. In this lecture, we will deepen our understanding of the mechanism by which culture is passed down by local residents, and the importance of culture being recognized and valued as a community heritage and developing in the field of higher education.

Future Cultural Policy and Inter-University and Inter-Regional Collaboration Based on Trends in Higher Education

< Overview>
Population decline and depopulation not only weaken society, but are also important issues of life and death for both higher education, cultural heritage protection, and local communities. It is our responsibility to pass on the important heritage inherited from the past to the next generation, and to educate the next generation to pass it on to the next generation. At that time, the region has its own history and story, higher education has resources related to education and research, and culture has the means and potential to create new value through them. While the scope of what can be done on its own is limited, we will explore ways to revitalize communities through cooperation between higher education, cultural policy, and local communities.

While eating and drinking in a standing format, you can exchange information with consortium members who participated from all over the country. In addition to watching the Kyoto Student Festival’s original creative odori “Kyo Flame Sodefure!”, we will treat everyone with meals unique to Kyoto, so please join us.

Subcommittee 1 (University Consortium Kyoto)
“Development and Management of PBL Courses in Collaboration between Universities and World Heritage Sites”

In the credit transfer program of the University Consortium Kyoto, “Kyoto World Heritage PBL Courses” and “Kyoto Museum PBL Courses” are offered by member universities as unique courses unique to Kyoto. This time, we will take up the “Kyoto World Heritage PBL Course” and introduce the background of course development and efforts in the classroom to the faculty members and related parties who cooperate in the management of the course, and consider the elements necessary for further enrichment.

Subcommittee 2 (Consortium for Higher Education Miyazaki)
“Co-creation of learning and growth in high school and university in the future
―Exploring a new high school-university collaboration that transcends consortiums―”

The purpose of this subcommittee is to explore how the University Consortium should engage in collaboration between high schools and universities. To this end, we will ask them to report on their efforts to collaborate with high school students in inquiry-based learning in high school and to report on challenges that will further develop the skills acquired in high school at university, and get hints. After clarifying the issues that need to be addressed in order to enhance high school-university collaboration, we will consider what kind of high school-university collaboration will be required in the future when a university consortium can be formed.

“Development of wide-area credit transfer by a university consortium
―Toward the realization of high-quality learning that makes the most of the characteristics of the region―”

The University Consortium contributes to the diversification of higher education by providing educational programs that take advantage of the characteristics of the region in collaboration with universities and other institutions, and in the “Credit Transfer through University Consortium Collaboration,” which is a further development of the conventional inter-university collaboration, we effectively utilize and share educational resources in each region and provide students with high-quality learning opportunities.
In this subcommittee, we will consider with the participants a new way of transferring credits, based on the efforts of each consortium.

“The Future of Student Volunteers Drawn by Students
―Thinking about sustainable volunteer activities―”

Student volunteering plays an important role in many ways, including connecting with the local community and promoting student growth. On the other hand, there are issues such as continuity of activities and maintaining student motivation. Through dialogue among participants in the World Café format, this subcommittee will share the issues faced by students working in each consortium and explore the realization of sustainable volunteer activities.
*This session will be facilitated by volunteer students.

Implementation Report

This year marks the 21st anniversary of the National University Consortium Research Exchange Forum, which aims to exchange information on the initiatives and research results of each university consortium in order to contribute to the development of higher education.

This year’s event was held in Kyoto for the first time in 11 years, and was held in two locations, Kyoto City University of Arts and Campus Plaza Kyoto, which moved to the eastern area of Kyoto Station in October 2023, and was attended by 277 university faculty members and educators from all over Japan.

With the main theme of “Development of Inter-University Collaboration and Regional Cooperation Utilizing Regional Characteristics,” the event was an opportunity to reconsider the role that university consortiums should play through keynote speeches, symposiums, case reports and exchanges of opinions in breakout sessions. In addition, at the poster session booth and information exchange meeting, participants were able to actively interact with each other.
