The Consortium of Universities Kyoto will hold the "Kansai Student Support Staff Roundtable for Students with Disabilities" (KSSK) as follows, with the aim of exchanging persons involved in disability support work at universities in Kansai.

 This time, which marks the 20th anniversary of the establishment of KSSK, the topic will be changed to a commemorative lecture, and Professor Ishida (Tsukuba University of Technology), the former chair of KSSK, who was involved in the establishment of KSSK, will be invited as a lecturer to give a talk on the theme of "The Past 10 Years of the Regional Cooperation Network and the Future Decade."

In addition, the subcommittees are divided into three themes: "Lectures," "Small Universities," and "Case Studies," and opinions will be exchanged on how to support students with disabilities. 
If you are a faculty member who is involved in supporting students with disabilities at a university or junior college in the Kansai area, or is interested in supporting students with disabilities, please join us in building a network among the people in charge.

≪Contents≫

 KSSK was launched in fiscal 2008 based on the basic philosophy of "from a working person's perspective" in which practitioners involved in support for students with disabilities "kneel down" and openly discuss examples of successful and unsuccessful examples of support. Later, as the importance of supporting students with disabilities increased due to the enforcement of the law, KSSK came to be noted as a good example of regional networks. In the commemorative lecture, Professor Ishida, who was involved in the founding, will talk about his thoughts at that time and the background to the launch, as well as the ideal state and role of the regional network that is expected in the future.

 This is a subcommittee that examines case studies on the appropriateness and fairness of support for students with disabilities. Coordinators are expected to be the main participants, but administrative staff and faculty members are also welcome.

PC Taker Training Course (Beginner) in Doshisha University March 8 (Thu)

In cooperation with the Support Office for Students with Disabilities, Doshisha University Student Support Center, Consortium of Universities Kyoto will hold the "Personal Computer (PC) Taker Training Course (Beginners) in Doshisha University" for beginners with the aim of letting them know "PC Take".

 In recent years, many students with disabilities have been enrolled, and various types of support are provided at the university. Among them, for students with hearing impairments, "note-taking" and "PC taking" that convey information in lectures using notebooks and PCs are the mainstream of support. In particular, "PC Take" is characterized by being able to convey more text information than handwriting when you become an advanced user.

 This time, with the cooperation of the Doshisha University Support Office for Students with Disabilities, student staff who are actually involved in support as PC takers will hold a course arranged for beginners that is actually held at Doshisha University for students at their own school. Students who are interested in PC take or are currently working on PC take, as well as faculty and staff who are interested in the efforts of other universities, are welcome to participate. Materials from three universities on support for students with disabilities are released.

In response to the enforcement of the Act on the Elimination of Discrimination against Persons with Disabilities in 2016, universities are urgently required to appoint support coordinators and improve software and services. However, universities with little experience accepting students with disabilities have no choice but to build a system in the dark to establish a support system, and it takes a lot of time to smoothly manage and implement support for students with disabilities.
In order to solve these issues, we will publish the materials of the three universities (Kyoto University, Kyoto Sangyo University, and Doshisha University) provided in the Foundation-designated survey project (see below) conducted in fiscal 2016.
The tacit knowledge accumulated by the coordinators is "visualized" by sharing information on materials, and is disclosed in the hope that the skills of the support staff will be improved and the quality of support for students with disabilities at each university will be raised.

Background and Purpose of the Research  In response to the enforcement of the Act on the Elimination of Discrimination against Persons with Disabilities in 2016, universities have urgently needed to identify and improve the physical environment on campus and improve the software and service environment that supports education and research, starting with the establishment of a support coordinator for students with disabilities. In addition, the forms of support such as reasonable accommodation for students with disabilities vary widely, and the individual knowledge and know-how of the staff in charge who responded to the support are not shared, and depending on the employment status of the staff, they remain buried and are not shared both inside and outside the university.
By constructing a database that covers the knowledge of each university's efforts, the progress of efforts to eliminate discrimination against persons with disabilities at universities will increase significantly with the enactment of the "Act on Promotion of Elimination of Discrimination on the Grounds of Disability" in FY2016, bringing it to the level of or exceeding that of developed countries of UD, and further creating new initiatives to eliminate discrimination against persons with disabilities. The purpose is to present the possibility of projects centered on the University Consortium Kyoto. In particular, the purpose of this program is to "visualize" the tacit knowledge and skills of faculty and staff in charge, such as know-how for constructive dialogue and consensus building with related faculty members, methods of enlightenment and information dissemination, accumulated by the support coordinators for students with disabilities at each university in the course of their practice, and to present guidelines that can be shared with university staff who have not sufficiently established an organization to support students with disabilities on campus.

【Report】The 18th Kansai Conference on Support for Students with Disabilities (KSSK) was held

The 18th Kansai Conference on Support for Students with Disabilities (KSSK) was held.

On February 16, the Kansai Roundtable for Students with Disabilities (KSSK) was held at Campus Plaza Kyoto for the purpose of exchanging opinions and interacting with those in charge of supporting students with disabilities at universities and junior colleges in the Kansai region.

This is the 18th meeting of the symposium under the theme of "Trends Surrounding Support for Students with Disabilities," and Jun Murata, Assistant Professor of the Student Support Center at Kyoto University, who is also a member of the Ministry of Education, Culture, Sports, Science and Technology's Study Group on Study Support for Students with Disabilities (Support Room for Students with Disabilities) Chief Coordinator) provided a talk about changes in the situation surrounding support for students with disabilities in higher education institutions and national trends.

In the subcommittees that followed  
, participants were divided into five groups on three themes: "Support Practice (Introductory and Advanced)," "Support for Students with Developmental and Mental Disabilities (Career, External Collaboration)," and "Support System (Law, Reasonable Accommodation)." We exchanged opinions based on the various issues and case studies faced by each university. 

This year's KSSK was attended by 61 faculty members, staff, counselors, and nurses from universities and junior colleges of different sizes and support systems. Participants' comments include: "I was able to understand the points of the second summary (draft) of the study group on study support for students with disabilities and understand future trends," "I felt the need to develop a disability support system and support program in advance," "In the subcommittee, I was able to learn specifically about the situation of other universities, which was helpful in establishing a support system for my own university. There were comments such as "Even though the universities are different, there are many common concerns, and the lively opinions were very helpful," and it was a valuable opportunity for the participants to reflect on their daily support.

 The feature of KSSK is that regardless of the size of the university or whether it has a support system, regardless of its position or experience, it is possible to have frank and straightforward discussions from the perspective of practitioners, and to form a network of universities and those in charge. The article of this subcommittee will be introduced on the KSSK website (https://www.consortium.or.jp/project/dss/kssk) at a later date.

The next 19th meeting is scheduled to be held around September 2017. When the contents of the event are decided, we will inform you on the website of the University Consortium Kyoto.

The 17th Kansai Roundtable Meeting for Students with Disabilities Support Staff

On September 15, the "Kansai Student Support Staff with Disabilities" (KSSK) was held at Campus Plaza Kyoto, with the aim of providing a place for students with disabilities to exchange opinions and interact with those in charge of supporting students with disabilities at universities in the Kansai region.

For the 17th time, under the theme of "Osaka University's Support System and Support Practices: Current Situation and Challenges," Project Associate Professor Naoto Mochizuki of the Osaka University Campus Life Support Center and Lecturer Satoko Nakano provided topics on their initiatives and issues. In the subcommittee that followed, participants were divided into five groups under the three themes of "Support System," "Introduction to Support Practice," and "Support Practice," and exchanged opinions on how to support students with disabilities based on the various issues and case studies that each university faces. 

Perhaps due to the influence of the Act on the Elimination of Discrimination against Persons with Disabilities enforced in April 28, 70 people wished to participate, exceeding the capacity of 65 people, indicating a high level of interest in KSSK. In the participant questionnaire, there were comments such as, "It was very interesting to hear about Osaka University's talk because it showed various realities," "I found clues to improve the issues in my university's system," "I was able to listen more closely to other universities because I had plenty of time for subcommittees," and "Support for students with disabilities is a difficult issue with no answers, but it was good to know that everyone has the same problems." It was also an opportunity for the participants to gain various insights.

The feature of KSSK is that regardless of the size of the university or whether there is a support system, regardless of the position or experience, it is possible to have frank and casual discussions at the level of the person in charge, and to form a network of universities and the person in charge. The next meeting will be held around February~March 2017. When the contents of the event are decided, we will inform you on the website of the University Consortium Kyoto.

≪ Contents≫

With the enactment of the Act on the Elimination of Discrimination against Persons with Disabilities, the necessity and responsibility of each university to support students with disabilities has become clearer. Under such circumstances, there are many universities where the development of support systems and system creation are issues. Therefore, this time, I would like to introduce the support system and the current situation of practical work at Osaka University, and use it as a reference when promoting the development of the system at each university.

A Support System (Note 1)

In addition to exchanging information on the development of systems, system creation, and the creation of guidelines, this subcommittee also discusses staff allocation (especially expertise, term of office, succession, etc.).

B. Introduction to Support Practice

Regardless of the type of disability or their position, this subcommittee is mainly for people who have been involved in support practice for up to about one year to discuss the current state of support and issues in the form of "consultation on anything."

C. Support Practice (Note 2)

(1)~(3) This is a subcommittee divided into each theme, shares information and exchanges opinions from the aspect of reasonable accommodation, and discusses solutions, etc. (Please let us know your 1st and 2nd preferences when applying)

 The University Consortium Kyoto will hold the "Note-Taking Training Course (Beginner Edition)" for students, faculty and staff as follows.
In recent years, as many students with hearing impairments have been studying at universities, there is a need for "information security" in lectures. A typical way to deal with this is "note-taking," in which information about lectures is written down to deaf students. Currently, there is a shortage of supporters at each university, and the increase in supporters is a very important issue for deaf students studying at universities.
Therefore, this time, in order to let more students, faculty and staff know about note-taking, we will hold a "note-taking training course" for those who are interested in note-taking (inexperienced) or those who have just started supporting (beginners). Why don't you start note-taking as a step to create an environment where students can support and learn from each other, and to guarantee the rights of everyone who studies at the university?

【Report】The 16th Kansai Conference on Support for Students with Disabilities (KSSK)

The 16th Kansai Roundtable Meeting for Students with Disabilities Support Staff


 On March 3, the Kansai Student Support Staff with Disabilities (KSSK) meeting was held at Campus Plaza Kyoto, with the aim of exchanging people involved in disability support work at universities in Kansai.
 
For this 16th meeting, we invited people from Wakayama University and Ryukoku University, which have established support systems for students with disabilities over the past few years, to provide information on the current situation and issues in the field. In addition, the subcommittees were divided into two groups each on the three themes of "Support Practices," "Career Support," and "Support System (Guidelines, etc.)," and opinions were exchanged in small groups on how to support students with disabilities.

Perhaps due to the impact of the Act on the Elimination of Discrimination against Persons with Disabilities to be enforced in April 28, 70 people participated, exceeding the originally planned capacity of 60, including not only disability support staff but also education staff and career staff. Participants commented, "It was good to be able to talk about specific maintenance because there were issues in support and maintenance," and "Since it was a subcommittee meeting of universities of the same size, there were many common issues and it was very helpful," while others were aware of future issues, such as "I want to know how to support practical training" and "How should I gain the understanding of faculty and staff?"

We will continue to plan and study the meeting so that it functions as a place for various universities, departments, and persons in charge to exchange opinions and interact. The next meeting is scheduled to be held around September 2016. When the contents of the event are decided, we will inform you on the website of the University Consortium Kyoto.

< has ended> [For faculty and staff] The 16th Kansai Roundtable Meeting for Students with Disabilities Support Staff was held on March 3 (advance registration required, free of charge)

The University Consortium Kyoto will hold the Kansai Student Support Staff Meeting (KSSK) as follows for the purpose of interacting with those involved in disability support services at universities in Kansai.

With the enforcement of the Act on the Elimination of Discrimination against Persons with Disabilities in April 28, the establishment of a system to support students with disabilities has become an issue for many universities. In this 16th meeting, we will have support personnel from two universities (national and private) that have established support systems over the past few years come and provide topics about the current situation and issues.

In addition, the subcommittee will discuss the four themes of support practices, career support, support systems (guidelines, etc.), and actual support (role plays), and consider how to support students with disabilities.

If you are a faculty member or staff member who is involved in supporting students with disabilities at a university or junior college in the Kansai area, or who is interested in supporting students with disabilities, please join us.
