In the spring semester of the 2020 academic year, due to the spread of the new coronavirus infection, we have been proceeding through trial and error, such as holding entrance ceremonies and university events
, and distributing classes online.
Therefore, looking back on this spring semester, we would like to share examples
in a dialogue format about the challenges leading up to non-face-to-face classes and responses, new cases that require mental support,
and alternative measures for university events. Based on these cases,
subcommittees will dig deeper and take them home as hints for considering support for the fall semester.

Breakout Sessions

Due to the spread of the new coronavirus infection, universities are required to take new measures that are not conventional in their support services for students with disabilities
, such as online lectures.
The purpose of the A~C subcommittee is to exchange information on the issues and initiatives faced by each university and junior college, and to discuss and discuss how to support students with disabilities under
the current situation, the issues expected in the fall semester, and how to
solve them.

A Reasonable Accommodation in Online Lectures Capacity: 20 people In the spring semester of this academic year, online lectures were incorporated, and many people
may have faced unprecedented challenges such as
information security and the provision of reasonable accommodation.
In this subcommittee, we will share examples of efforts by each university and junior college, from internal coordination to the implementation of
support, and exchange opinions.
  
B About the mental health of students in the corona disaster Capacity: 15 people
Currently, due to unusual situations such as admission restrictions, some universities are beginning to move toward resuming regular classes
, such as relaxing behavioral standards. Students express not only stress and fatigue from unfamiliar remote lectures and changes in their lifestyles
, but also anxiety about the resumption of face-to-face classes.
If this situation continues, it is expected that various mental and physical reactions such as truancy will appear.
This subcommittee will be an opportunity for faculty and staff to think about mental support for students
while paying attention to the work environment of the Corona disaster.

C. Support for university events and student life Capacity: 15 people
Many university events such as entrance ceremonies and open campuses have to
be canceled or postponed. There is a situation, and it is expected that dealing with entrance examinations will be an issue in the future. In addition, students with disabilities face difficulties
in various aspects of student life, such as extracurricular
activities, dormitory life, and job hunting. This subcommittee is an opportunity to discuss such university events and support
for student life. Faculty and staff members other than the support department are also welcome to participate.

Notebook PC (PC) Taker Training Course – Remote PC Takeo Using captiOnline Call for Participants

 

In recent years, as many deaf students have been studying at universities, there has been a demand for "information security" in lectures, and as one of the information guarantees through text, there are "note-taking" and "personal computer (PC) take" that convey information about lectures to deaf students. During this period, the training of student note-takers and PC takers has become popular at each university, but the teaching method and the progress of building know-how vary from university to university, and some universities are said to have not been able to make sufficient efforts. In addition, there are many universities that have various problems such as lack of experience of takers and securing human resources.
In light of the current situation where many universities are required to respond with online lectures due to the spread of the new coronavirus infection, this course aims to learn a method (basic operation method) for character information security using two types of remote character information guarantee: lectures held on Zoom and captiOnline (remote character information guarantee system). At the same time, we aim to build a community related to note-taking and PC-taking, and to hold courses where you can learn about the state of support and issues at small and medium-sized universities.

In response to the spread of the new coronavirus infection, I understand that each university is working to implement online lectures.
Based on the Act on the Elimination of Discrimination against Persons with Disabilities enacted in 2016, educational institutions are required to make efforts with an eye on reasonable accommodation, but we have received comments from staff members of member universities who are in charge of some practical operations that "the current situation alone is severe."

This is a subcommittee in which coordinators and others are involved in the actual work of support and exchange opinions after submitting a questionnaire in advance to exchange opinions on cases where they are unsure about the appropriateness and fairness of support, and discuss the current status of support and issues in the form of "consultation on anything."

◆Lecture Outline:
There is no one-size-fits-all method for supporting students with disabilities. For example, it is common to provide "information security" to students with hearing impairments, but the specific method of doing so depends on the individual needs and the type of lecture they take. Therefore, expertise is required to appropriately coordinate study support for hearing-impaired students. of AT (assistive devices) Students will deepen their understanding of the basic knowledge and skills of using AT in support of students with disabilities through lectures, pair work, and case studies. * Those who wish to participate in this subcommittee are recommended to participate in the AT Library Assistive Device Experience Session held in the morning of the same day.
(2) Establishment
of an organization We will discuss in more depth the establishment of a support organization for students with disabilities and the creation of a framework for providing topics based on the situation at each university.

【B Small University Capacity: 10 students】
This is a subcommittee for universities with 3,000 or fewer students. We mainly share information and exchange opinions on the actual situation and issues of support for small universities.

【C Developmental Disabilities/Mental Disabilities Capacity: 30 people】
Lecture format
Regarding support for students with developmental disabilities and mental disabilities (especially secondary disabilities based on developmental disabilities), guest lecturers and facilitators will freely discuss the ingenuity and difficulty of on-site support. Students will deepen their understanding by answering questions from the floor and exchanging opinions.

【For high school teachers and university faculty members】Call for participants in the "Roundtable on Support for Students with Disabilities at Universities"


Based on the Act on the Elimination of Discrimination against Persons with Disabilities that came into effect in April 2016, the Consortium of Universities Kyoto is working on projects related to support for students with disabilities, which are in high demand from member universities. In light of the fact that there are few opportunities for universities to connect with high schools and special needs schools (hereinafter referred to as "high schools, etc.") regarding support for students with disabilities, we have decided to hold a roundtable discussion for the purpose of exchanging information and interacting with high school faculty members and faculty members involved in supporting students with disabilities at universities.

You will be divided into small groups and have a discussion. Teachers of high schools, etc., should prepare questions about issues related to support for students with disabilities in various aspects such as learning, life, and career paths, as well as questions about the university. University faculty and staff will be asked to introduce the status of their efforts to support students with disabilities at each university, answer questions from high school teachers, etc., and exchange information and exchange.

【For those in charge of university maintenance and administrative facilities】Study session "Facility Support for Students with Disabilities ~Considering Accessibility~" was held on March 2.

 
 The Kyoto Student Exchange Division of the Consortium of Universities held a study session titled "Facility Support for Students with Disabilities ~Considering Accessibility~" with the aim of providing a place for facility managers at each school to exchange opinions, focusing on "Facility Support for Students with Disabilities."
At the outset, Mr. Jun Murata (Associate Professor, Kyoto University Student Support Center, Chief Coordinator of the Support Room for Students with Disabilities) and Mr. Satoshi Yoshida (Associate Professor, Department of Architecture, Graduate School of Engineering, Kyoto University) gave lectures on laws and systems of support for students with disabilities, and sharing case studies on facilities in Japan and overseas. After that, the participants were divided into groups and exchanged opinions on not only legal compliance, but also "accessibility," "facilities that are easy for students with disabilities to use," and "prior improvement measures and reasonable accommodations when constructing or renovating facilities."

Summary

Information sharing after information exchange in each group

 This time, we held a study session titled "Facility Support in Support for Students with Disabilities ~Considering Accessibility~" in which the main participants were university facility managers, not those in charge of supporting students with disabilities. The capacity of 15 people was filled, and there were participants from large universities, small universities, art universities, and other prefectures, and wheelchair users Hidetsugu Yamamoto (President of iCollaboration) and Chika Sekine (Visiting Professor, Social Innovation Course, Graduate School of Policy Management, Faculty of Policy Management, Doshisha University) also participated as guests.
After the topics were presented, group discussions were held, including sharing case studies from each school. From the perspective of the person in charge of supporting students with disabilities, there were opportunities to share case studies and experiences at the Kansai Conference of Support for Students with Disabilities (KSSK), but there have been no opportunities for facility staff to gather from the perspective of "support for students with disabilities," and participants actively exchanged opinions, such as questions they had always felt and reconfirmation of their school's initiatives. 
At the information exchange meeting that followed, they talked about the challenges and future of each university.

The University Consortium Kyoto plans to continue to develop initiatives to support students with disabilities from various perspectives.
