Purpose of the Tournament
「2040 年に向けた高等教育のグランドデザイン」の推進やポストコロナ時代を見据えた教育及び施策の展開などにより、高等教育は新たなフェーズに移行しました。これからの高等教育には、我が国の成長・発展を牽引する役割が求められています。
さらに、地方創生・地域活性化の文脈からは、大学コンソーシアム等の取組に対して、地域や産業界との共創的な活動等の幅広い観点での貢献を期待する声が、これまで以上に高まっています。
このような中、今、京都においては、令和5(2023)年3 月の文化庁移転、同年10月の京都市立芸術大学の京都駅東部エリアへの移転などを契機として、文化・芸術を基軸とした大学・地域・産業界との連携を促進する機運が高まっています。
今回のフォーラムでは、大学間連携組織として大学コンソーシアムが果たすべき役割について改めて考えるとともに、それぞれの地域や魅力を活かした、多様で柔軟な学びの取り組みについて意見を交換します。

| Utilizing the resources of the region, the ideal way of higher education in the new era ~Exchange and Collaboration in Kyoto Based on Culture and Art~ Outline Mr. Sako Usubi (Director of Information Centre, Kyoto Seika University) > It is said that with the rapid progress of globalization, it has become difficult to preserve culture and art that are considered “unique to the region”. One of the reasons for this is that there are fewer opportunities to come into contact with culture and the arts. It can also be pointed out that the residents’ understanding of the culture and arts rooted in the community has not been reflected. Therefore, I would like to focus on the use of local cultural and artistic resources for higher education, as well as the inheritance of tangible and intangible culture itself. By inheriting and diverting this cultural representation, the region deepens exchanges and collaborates with both inside and outside the country. In this lecture, we will understand the mechanism by which culture is passed down by local residents, and deepen our understanding of the importance of culture being recognized and valued as a community heritage and being developed in the field of higher education. |

| Future cultural policy and inter-university and inter-regional collaboration based on trends in higher education Mr. Jugo Imaizumi (Deputy Commissioner, Agency for Cultural Affairs) outline> Population decline and depopulation not only lead to the weakening of society, but are also important issues related to life and death for higher education, cultural heritage protection, and local communities. As our responsibility as living in the present day, we must pass on the precious heritage inherited from the past to the next generation, and at the same time, we must educate the next generation to pass it on to the next generation. In doing so, the region has its history and stories, higher education has resources related to education and research, and culture has the means and potential to create new value through these mediations. While the scope of what can be done on its own is limited, we will explore measures that can lead to the revitalization of communities by linking higher education, cultural policy, and the local community. |

1st Subcommittee (University Consortium Kyoto) “Development and operation of PBL courses in collaboration between universities and World Heritage sites” In the University Consortium Kyoto’s credit transfer program, member universities offer “Kyoto World Heritage PBL Courses” and “Kyoto Museum PBL Courses” as unique courses unique to Kyoto. This time, we will focus on the “Kyoto World Heritage PBL Course” and introduce the history of course development and class initiatives to the faculty members and related parties who cooperate in the management of the course, and consider the elements necessary for further enhancement. |

2nd Subcommittee (Higher Education Consortium Miyazaki) “Co-creation of learning and growth in high schools and universities in the future -Exploration of new high-university collaboration beyond the consortium-“ The purpose of this subcommittee is to explore how university consortia should engage in high-university collaboration. To this end, we ask them to report on their efforts to collaborate with high school in high school inquiry learning and to take on challenges to further develop the skills acquired in high school at the university, and get hints. After clarifying the issues that need to be addressed to enhance high school-university collaboration, we will consider what kind of high-university collaboration will be required in the coming era to form a university consortium. |

Session 3 (NGO University Consortium Osaka) “Development of Wide-area Credit Compatibility by University Consortiums -Toward the realization of high-quality learning that takes advantage of the characteristics of the region” The University Consortium contributes to the diversification of higher education by providing educational programs that take advantage of the characteristics of the region in collaboration with universities and other institutions, and in the “Credit Transfer through University Consortium Collaboration,” which is a further development of the conventional inter-university collaboration, we effectively utilize and share educational resources in each region and provide students with high-quality learning opportunities. |

4th Subcommittee (NGO University Consortium Osaka) “The future of student volunteers drawn by students -Thinking about sustainable volunteer activities-“ Student volunteer activities play an important role in various aspects, such as engaging with the community and promoting student growth. On the other hand, there are also issues such as continuity of activities and maintaining student motivation. Through dialogue between participants in the World Cafe format, this subcommittee will share the challenges faced by students working in each consortium and seek to realize sustainable volunteer activities. |

Implementation Report
This year marks the 21st anniversary of the National University Consortium Research Exchange Forum, which aims to exchange information on the initiatives and research results of each university consortium in order to contribute to the development of higher education.
This year’s event was held in Kyoto for the first time in 11 years, and was held in two locations, Kyoto City University of Arts and Campus Plaza Kyoto, which moved to the eastern area of Kyoto Station in October 2023, and was attended by 277 university faculty members and educators from all over Japan.

With the main theme of “Development of Inter-University Collaboration and Regional Cooperation Utilizing Regional Characteristics,” the event was an opportunity to reconsider the role that university consortiums should play through keynote speeches, symposiums, case reports and exchanges of opinions in breakout sessions. In addition, at the poster session booth and information exchange meeting, participants were able to actively interact with each other.
