Business Overview

This project has been implemented since 2010 as a study session for the presidents of member universities and other university executives.
During this time, SD has become mandatory due to the revision of university establishment standards in April 2017, and while university executives are required to provide training not only for FD but also for university management in general, this project has also been renamed “University Executive Department Juku” since FY2018 to address themes related to university management in general.

Outline of the event

This is the 16th edition of the event, and we will invite Mr. Hideki Takami, Director of the Higher Education Policy Office of the Higher Education Bureau of the Ministry of Education, Culture, Sports, Science and Technology to give a lecture titled “Future Vision for Improving the Sum of Knowledge in Japan ~Restructuring the Higher Education System~”.
Those who attend the Board of Trustees, Board of Directors, General Meeting, etc. of the Foundation to be held on the day of the event will be asked to listen to the lecture in the venue.
In addition, those who are interested in this training session can listen to the lecture online as in last year, so please apply in the following way.

Theme Future Vision for Improving Japan’s “Sum of Knowledge” ~Restructuring the Higher Education System~
Overview Amid the rapid declining birthrate, the number of university enrollees, which currently stands at about 630,000, is expected to decrease significantly from 590,000 in 2035 to 460,000 in 2040. As the situation in the world and Japan changes drastically, how is it required to restructure the higher education system in the future? I will mainly explain the points of the discussion at the Central Council of Education and the report “Future vision for improving the sum of knowledge in Japan”.

After joining the Ministry of Education, Culture, Sports, Science and Technology in April 2002, he was involved in earthquake resistance and aging measures for schools, textbook certification and adoption, high school education reform, university reform, and Deputy Minister of Education, Culture, Sports, Science and Technology and Parliamentary Secretary, and then worked as Deputy Director of Education at the Okayama Prefectural Office of Education for two years from April 2019. After that, he served as a planning officer at the Tokyo Olympic and Paralympic Games Promotion Headquarters Secretariat and a planning officer at the Office in charge of the Council for the Creation of the Future of Education in the Cabinet Secretariat, before assuming his current position in September 2023.

Implementation Report

The University Consortium Kyoto held the “2025 University Executive Club Juku” on Saturday, June 21, 2025.
This is the 16th time this executive department cram school, which has been conducted as part of the FD training for each level. From FY2022, we made it possible for faculty and staff interested in the theme to listen online, and held it in a hybrid format as a face-to-face executive level and online general auditing. Online applications increased year by year, and this year there were 106 participants in person.
In the lecture, I received an explanation and explanation of the “sum of knowledge” report issued by the Central Council of Education in February this year, its background, contents, and subsequent movements.
He explained that the term “sum of knowledge” does not mean that the overall scale will be reduced due to the declining birthrate, but rather that it contains the perspective of increasing the sum of knowledge in Japan for the fulfilling development of Japanese society, and that the direction of future higher education policy will be promoted under three objectives: improving quality, optimizing scale, and ensuring access.
In response to the report, the four themes of improving the quality of education (the word “improvement” was used to emphasize the perspective of improving the quality of universities), strengthening the functions of national university corporations, etc., the state of private universities, and the promotion of regional universities, movement was promoted to materialize them, such as the establishment of subcommittees. It was introduced that discussions on reviewing the certification and evaluation system are underway for the first time in 20 years.
The lecture ended with the government stating how to proceed with this report in the future, budget measures and a 10-year process as a policy package, and that it would further promote higher education policies in the summer.
In addition, there was a lively exchange of opinions in the subsequent Q session, and it was a meaningful training session.
