Overview of the business
In fiscal 2018, the name of "Kyoto FD Executive Department's School" was changed to "University Executive Department Juku".
Since its establishment in 1995, shortly after the establishment of the Consortium of Universities Kyoto, faculty members have been promoting FD activities in the Kyoto area together with member universities as an organizational initiative to improve and improve the content and methods of classes.
This project has been held since 2010 as a study group for university executives, including the presidents of member schools of the Foundation.
In the meantime, SD has become mandatory due to the revision of the Standards for the Establishment of Universities in April 2017, and university executives are required to provide training not only on FD but also on university management in general, and in order to cover not only FD but also university management in general, this project has also changed its name to "University Executive Department's School" in 2018 in order to cover themes related not only to FD but also to university management in general.
Outline of the event
We will hold a "University Executive School" for the executive departments of universities and junior colleges, including the president. In this 11th lecture, titled "Shift to Learner-Centered Education Engaged in Organizational Approach," Professor Gary Tsuchimochi, Vice President of The Kyoto College of Graduate Studies for Informatics, will give a lecture.
We hope that the executive departments of each university and junior college will use this executive school as a reference when considering the reorganization of teaching organizations and the curriculum of the teaching department, and we hope that you will participate.

Theme "Shift to Learner-Centered Education Approaching Organizationally" Overview Since the "shift to a learning paradigm" was proposed by Professor John Tag and others in 1995, the shift to learner-centered education has attracted attention.
In this lecture, we will explain with reference to the "Comparison with Educational Paradigm" (advance handout). What and how has changed in the transition from an "educational paradigm" to a "learning paradigm"? Think about why it doesn't change. I will also talk about how the United States overcame this "crisis" and the state of FD in universities.Instructor Mr. Gary Tsuchimochi (Vice President, Professor, The Kyoto College of Graduate Studies for Informatics / Director of the Center for Higher Education and Learning Reform)
He holds a Ph.D. in Education from Columbia University Graduate School of Comparative and International Education, and a Ph.D. in Education from the University of Tokyo Graduate School. After serving as Director and Professor of the Higher Education Research and Development Office at the Center for 21st Century Education at Hirosaki University, Director of the Center for Higher Education Development at Teikyo University, and Director and Professor of the Center for Learning and Research Support at the same university, he is currently Vice President and Professor at The Kyoto College of Graduate Studies for Informatics. Director of the Center for Higher Education and Learning Innovation at the same graduate school and advisor to the Institute for Independent Learning.
He is the author of many books, including "Portfolios Change Japan Universities" (Toshindo) and "Sustainable Active Learning in Society" (Toshindo).
Currently, he also conducts workshops, seminars, lectures, and university management consultants as an educational consultant.
Implementation Report
On Saturday, June 27, 2020, the University Consortium Kyoto held the "2020 University Executive School."
This year, from the perspective of preventing the spread of the new coronavirus infection, we reduced the number of participants at the venue and streamed it online.
On the day of the event, we welcomed executive staff members including the presidents of member universities and junior colleges, and Professor Gary Tsuchimochi, Vice President of The Kyoto College of Graduate Studies for Informatics, gave a lecture on the theme of "Shift to Learner-Centered Education Approaching Organizationally."
Since the 2008 academic year, when FD became mandatory, FD has been systematically implemented by individual faculty members in Japan, attracting attention from all over the world. Although the organizational efforts caused polarization due to the responses of individual universities, universities in Kansai are more active in FD than universities in Kanto, and he explained the historical background of FD, such as the fact that West High, East and Low have become prominent in FD.
In the lecture, he explained the difference between the nursery rhyme "Sparrow School (teachers are lecturers, pre-war)" and "Medaka no School" (teachers are facilitators, post-war) as an example, and explained the shift from "educational paradigm" to "learning paradigm".
He explained that in the past, university education was "to impart education", but now it has changed to "create learning", and that the translation of education as "education" in the first place was a mistranslation, and "enlightenment" is the closest translation.
In addition, regarding evaluation, he talked about how it is possible to realize the ideal form of "education" by "positive evaluation" (for example, returning it with comments ⇒ submitting a report ⇒ resubmitting it ⇒grading evaluation), rather than "retrospective evaluation" that only tests the content taught and evaluates grades, but also "positive evaluation" (for example, report submission with comments and return resubmission grade evaluation).
Participants commented, "It was very helpful in promoting educational reform" and "It was helpful in thinking about how "learning" should be at the university."
