“Academic-City Partnership University” Promotion Project [2020-2023]

Kyoto City and the University Consortium Kyoto (public foundation) have been implementing the “Academic-City Collaborative University Promotion Project” since 2016 with the aim of establishing, enhancing and developing community collaboration efforts as organizational efforts at universities beyond the boundaries of faculties and departments. Since 2016,
six universities have been supported for four years, and as a result, the number of students studying in the region has increased, and the number of students interested in the region has steadily increased, and the research results and student vitality of the universities have been utilized in the region, leading to the revitalization of the region.
In 2020, four new universities were selected and will be supported for four years from 2020 to 2023.

Among the member schools of the University Consortium Kyoto (public foundation), universities and junior colleges that promote community collaboration across the university-wide scale, such as universities selected for the 2016 Academic-City Collaboration University Promotion Project

List of universities selected for the “Gakumachi Collaborative University” Promotion Project

Kyoto Koka Women’s University/Kyoto Koka Women’s Junior College (start-up type)

Project name: Study in Kyoto, work in Kyoto, live in Kyoto – Developing a regional collaboration program –

 Based on the results of community collaboration based on the Ukyo Ward Basic Plan and the “active learning incorporating community collaboration” that was achieved through the Accelerated Program for Renewing University Education, we will develop a new educational program to support students’ settlement in Kyoto and the re-employment and career advancement of graduates and local residents, and to increase the number of women who “study, work, and live in Kyoto.” We will
 set the following four objectives and expand the educational program to increase opportunities for students to be involved in Kyoto.
 1) We will secure a community collaboration base in central Kyoto in order to expand the activities of students and graduates, 2) We will increase the number of regular subjects in community collaboration education and promote the development of human resources needed by the region through collaboration with local companies and organizations, 3) We will create practical internships in collaboration with local companies as a re-employment support for recurrent education, and 4) We will strengthen community collaboration education on “traditional industries” in addition to “food and health,” which has a high track record, and work to create a system to increase understanding of the Kyoto climate and awareness of the inheritance of traditional industries.

Hanazono University (start-up type)

Project name: Promotion of regional collaborative education programs based on altruism

 Hanazono University’s founding spirit is “cultivating character through Zen Buddhist spirit.” Our community collaboration is based on this founding spirit, and aims to utilize the results of education, research, and activities for the development of the community through collaboration with various entities, as well as to cultivate students who can contribute to society with autonomy and altruism. Based on the results
 of our community collaboration to date, we have established three pillars: 1) Buddhism x Social Contribution Project (creating and revitalizing communities based on Buddhist spirit), 2) Ohizamoto Project (making “Hanazono-san” more casual), and 3) Kyoto Project (focusing on Kyoto’s history, culture, and traditions). We will actively carry out unique projects that utilize the characteristics of Hanazono University, such as new types of zazen meetings, a local information dissemination center, a local disaster prevention school, a Kyoto machiya event, and the Gion Festival Project. We
 aim to have the community recognize that “it’s good that Hanazono University is here,” and to produce students who will gain confidence through these activities, have an attachment to Kyoto, and soar into the future.

Kyoto Tachibana University (Advanced)

Project name: Regional collaboration educational program to “enjoy change” in the Yamashina and Daigo regions

 Kyoto Tachibana University has increased the number of community-based educational programs and made them self-sustaining by 2019 through the “Academic-City Collaborative University” Promotion Project adopted in 2016. This project will continue these efforts, and as a next step, we will develop two projects: ① “Visible!! Community Collaboration” project, which has the theme of visualizing community collaboration activities, and ② “Toward a university closer to the residents of the ward” project in collaboration with Kyoto Pharmaceutical University. In
the ① “Visible!! Community Collaboration” project, we set four visualization themes: student needs, educational effects, activity results, and changes in the community. Under each theme, we will develop six initiatives, such as implementing growth measurement tests and questionnaire surveys of local residents.
In the ② “Toward a university closer to the residents of the ward” project, we will develop three projects in collaboration with Kyoto Pharmaceutical University: an IPE (interprofessional education) program, community collaboration activities by joint student groups, and joint public lectures for citizens, with the aim of making “universities” more familiar to residents of the Yamashina and Daigo areas.

Ryukoku University, Ryukoku University Junior College (Advanced)

Project name: Development of a regional collaborative educational program in Fushimi – Deepening the town-wide campus (a learning community) –

 We will develop the Ryukoku University “School-City Collaboration University” promotion project from 2016 to 2019, and through further collaboration with Kyoto Bunkyo University, we aim to develop a community-based education program in the field of “Fushimi,” where both universities are located.
 The two universities have been developing and implementing the “Regional Public Policy Specialist” qualification education program together for over 10 years as part of the “Regional Public Talent Inter-University Collaboration Project” supported by the Ministry of Education, Culture, Sports, Science and Technology. Considering that both universities have a long history of community-based activities in Fushimi Ward, and that Kyoto Subaru High School also provides practical education in Fushimi Ward, the two universities and one high school will work together to develop a community-based education program, further enhancing the community-based education of the “Regional Public Policy Specialist” qualification education program and deepening the “town-wide campus (learning community)” in Fushimi Ward, which will promote growth through exchanges that transcend specialization and generations, as well as the community and students learning together.

Interim evaluation results of the “School-City Partnership University” Promotion Project

 The “Academic-City Partnership University” Promotion Project, which began in 2020, has a support period of four years until 2023. An interim evaluation was conducted by external experts in 2022, the third year of the project, and was conducted on September 29, 2022. The results of the evaluation are as follows:

 It can be seen that each school has been working hard and coming up with creative solutions in the difficult circumstances of the COVID-19 pandemic.
 However, it is precisely because of these circumstances that it is important to go beyond the initial assumption that these are issues for the university alone, to investigate the issues in the community that have become evident as a result of the COVID-19 pandemic, and to deepen community collaboration and find solutions. In addition
 , it is important to recognize once again that students are the main players, and to work to encourage students to be spontaneous in their awareness, actions, and creativity in community collaboration activities. In addition, it is desirable to conduct a thorough evaluation of the degree to which students have grown through the project.
 Although many outsourcing fees and instruction fees are recorded in the budget and financial statements, it is urged that a review be considered, as there are also realizations that can be gained through the efforts of supervising teachers and students themselves.

Comment:
  • Regarding the “Machiya Campus,” we would like to see it become a place of awareness that connects students with the local community. In addition, as a distinctive initiative of the university, we would like to see it be utilized more proactively, as it incurs a large amount of rent.
  • The employment rate at companies and organizations in Kyoto City, which is one of the evaluation indicators for the project, is currently significantly lower than the benchmark for fiscal year 2019. This result should be analyzed and a new consideration should be given to what kind of employment support is needed. In addition, we should also examine how students perceived the appeal of local companies.
  • I would like both universities and junior colleges to analyze their current situations and identify issues for the next academic year.

Comment:
  • It is necessary to analyze the effectiveness of radio programs and YouTube information dissemination. Ultimately, it is desirable to conduct a quantitative evaluation.
  • It is commendable that some activities that were originally intended to be face-to-face were able to be switched to video distribution. We would like to see the university accumulate know-how on secondary uses of video and online courses, and consider how to utilize and develop them in the future.
  • A sense of growth is important for students to gain new insights and creativity through their activities, so a survey should be conducted to measure the students’ level of growth.

Comment:
  • The collaborative project with Kyoto Pharmaceutical University, which is the pillar of this project, appears to be limited to the IPE project (recruiting simulated patients and participating in classes) at present, so I would like to see it go a step further and show the direction of new initiatives.
  • Regarding visualization of educational effects, the number of samples from graduate interviews is small. Since sufficient budget has been secured for 2022, we would like to see the latter half of the adoption period as an “advanced” project so that concrete results can be shown.
  • Regarding interviews with graduates, the purpose should be made clear, such as “We want to deepen the relationship between graduates and students” or “We want to get students to think about their careers.” On that basis, if they are to be conducted effectively and efficiently, they should consider methods such as using online services. In order to improve the effectiveness of education, it would be better for the students to do the transcriptions themselves, rather than outsourcing them, as this would allow them to understand the nuances and the heartfelt aspects of the interviews, which would lead to their growth.

Comment:
  • Regarding the certification system for “high school student version of regional public policy specialists,” I would like to see efforts to establish the system as an educational program within the next year and a half.
  • Regarding high school-university collaboration partners, I would like to see the number of people tested increased and the content thoroughly analyzed.
  • Regarding the production of video teaching materials, I would like the emphasis to be placed not on the production itself, but on the realizations and changes that students gained during the production process. I would also like the report to include the effects that students gained from communicating with local residents and through group work.
